The console, CLI and SDKs call service APIs directly and keep no record. The other AWS 24 tools end in a CloudFormation 24 template: the CDK 24 synthesizes one from TypeScript, Python, Java, C# or Go code (CDK and IaC Landscape), AWS SAM 24 expands serverless shorthand into one through a transform (AWS SAM for Serverless), and Infrastructure Composer draws one on a visual canvas. Beneath CloudFormation, the Cloud Control API exposes its resource handlers (Registry and Providers) to tools such as Terraform 4,548 's awscc provider. Terraform and Pulumi 55,992 keep their own state (CDK and IaC Landscape); CloudFormation's difference is that AWS runs the engine and keeps the state for you, and AWS:: resource types cost nothing; only hooks and third-party resource providers are billed, at $0.0009 per handler operation after 1,000 free operations a month.
