The total number of links to your siteapparently has an impact on rankings. Nevertheless, Matt Cutts has confirmed that sitewide links are “compressed” to count as a single link, some still believe that PageRank is finite. A link on a page with hundreds of external links passes less PageRank than a page with a handful of outbound links.

A site with increasing backlinks (positive link velocity) may get a SERP boost as it shows your site is gaining popularity. Decreasing backlinks is bad for SEO.
