Workflow Fundamentals

A workflow is a YAML file in .github/workflows/ that says when to run (events), where (runners) and what (jobs made of steps). This section builds one, fundamentals.yml (pull requests #15 and #16), shown in parts in 3.9.1 to 3.9.7, plus a scheduled nightly.yml.
