A review ends as Comment, Approve or Request changes. Pull request authors cannot approve their own pull requests, and GitHub 29 refuses a self-inflicted change request too:

The rest of the flow needs a second person, so it comes from GitHub's documentation (not run here). The owner invites a colleague under Settings, Collaborators; the reviewer submits Approve or Request changes from Files changed, Review changes (only approvals from people with write access count). The author pushes fixes and clicks the re-request icon beside the reviewer's name. With stale-review dismissal on, a new push withdraws earlier approvals. Until a rule requires approval (Required Checks), owners and admins can merge without one.
