Levels are self-declared, so vet an operator like any software with cluster-wide power: recent releases that track Kubernetes, CRDs at v1, the RBAC it requests (many read every namespace's Secrets), a security policy and more than one company behind it. A stateless API like BookNest's needs no operator at all.
