Geolocation

To find a page's target country, Google weighs a country-code TLD such as .de ("a strong signal"; vanity ccTLDs like .tv and .me count as generic), hreflang (Translations and hreflang), server location ("not a definitive signal", given CDNs), and local addresses, currency and links. It "ignores locational meta tags (like geo.position...)". Pick a ccTLD only for a single-country business, and never redirect by IP address: most Googlebot crawls come from the US, so it would see only one version.
