Sitemaps and robots.txt writes both files by hand. XML-Sitemaps.com 19,565 crawls up to 500 URLs free, and MySitemapGenerator 527,122 is free; the SEO Book and SmallSEOTools 27,450 robots.txt generators still work, while LinkGraph's and Sure Oak's are gone.
