Visual IDEs put a form designer in front of Cordova 129 : you drag controls onto a phone-shaped canvas, attach actions or code to their events, and the tool writes the web app and hands it to a native build. Two long-lived ones are still sold. DecSoft App Builder (decsoftutils.com) is a Windows IDE; version 2026.27 (21 September 2026) exports web apps and PWAs and wraps the same project with Cordova or Capacitor 243,123 for mobile and with Cordova's Electron 20,509 platform for Windows, for €260 once, with an unlimited trial. NSB/AppStudio (nsbasic.com), heir to NS Basic for 1990s handhelds, runs on Windows and macOS and takes JavaScript or BASIC, which it translates to JavaScript. AppStudio 9 (2023) builds through VoltBuilder, NSB's cloud service that compiles a zipped Cordova project for Android and iOS, no Mac needed, from $15 a month.

Low-code builders go further: you configure screens in a web dashboard, never see code, and the app lives in the vendor's account. Before committing, check that the tool exports a plain Cordova or web project, that its builds meet Google Play 1 's API 36 rule (Play Console Requirements), and that you can add your own plugins. A tool that fails the first test turns its shutdown into your rewrite, as PhoneGap Build users learned in 2020.
