normalize.css (53k stars) predates today's evergreen browsers, and Bootstrap 2,007 's Reboot (Starter Template and Reboot) already includes it, so add it only to hand-written stylesheets. Animate.css needs two classes, class="animate__animated animate__bounce", or you can reference its keyframes directly with animation: fadeInUp 0.4s. Its licence changed from MIT to the Hippocratic License, which adds human-rights conditions, so check it with your legal team before shipping commercial software.
